About AIMS

Quality care depends on having the right people at the bedside at the right time. It’s one of the main drivers of positive health outcomes for patients. To provide that care, health-care workers need access to modern, integrated systems to support their daily work.

The Administrative Information Management System (AIMS) project replaces over 80 distinct systems and thousands of processes used to manage critical functions, from recruiting employees and ordering medical supplies to time validation and scheduling. The finance, human resources, and supply chain components of the system, which includes payroll, went live in the summer of 2024; the budgeting and reporting system followed in January 2025. These system enhancements will ensure:

  • 15,000 healthcare workers are scheduled daily.
  • 50,000 employees are paid every two weeks.
  • 450,000 vendor invoices are paid annually.
  • 160,000 purchase orders for supplies are produced annually. 
  • financial reporting for over $6.5 billion in healthcare spending.

Time Validation and Scheduling 

Time validation and scheduling is the final remaining piece to project completion. Replacing existing time validation and scheduling systems is critical for modernizing aging infrastructure and for delivering improvements in how employees are scheduled to deliver care. The system is being introduced in several different releases, with all anticipated to be fully implemented by 2026.

Depending on what parts of the system employees use, benefits include the ability to:

  • Access time validation and scheduling information from anywhere, at any time, on a variety of devices;
  • View individual shifts and unit scheduling;
  • Save time by eliminating manual paper processes;
  • Easily submit electronic time-off requests with immediate updating of accrual balances;
  • Receive shift notifications by text, email, or phone call in the future, including notifications for shifts granted and reasons for shifts denied;
  • Minimize pay inaccuracies through electronic scheduling; and
  • Access information about overtime, banked overtime, shift premiums and other premiums, standby and call back, and missed meal breaks.

These enhancements will lead to better visibility into staffing levels, ensuring strong supports are in place for Saskatchewan residents requiring health care.

Release 1

The first release includes about 3,500 out-of-scope employees at the Saskatchewan Health Authority and affiliates, 3sHealth, Saskatchewan Association of Health Organizations, and the Saskatchewan Healthcare Recruitment Agency. Out-of-scope employees typically work standard office work hours that require limited functionality in time validation and scheduling. Shift workers and employees working in multiple sites require more complex functionalities. Gradually introducing the system with a smaller, simpler population provides insight into how employees use the system in different organizations, and time to confirm everything is working before advancing to support the next group of employees. All releases are focused on supporting:

  1. People and learning – Supporting employee learning around system and process changes.
  2. Processes – Streamlining and improving more than 1,000+ processes used by 12 former regional health authorities and more than 100 health organizations and affiliates. 
  3. Technology – Working to resolve emerging issues.  
  4. Data – Ensuring data is accurate and reliable, with no errors or duplications, providing one provincial view of the health system’s administrative data.

Our Partners

AIMS is a collaborative partnership to modernize and align administrative health system technology and processes required to support health-care operations in the province of Saskatchewan. These systems affect approximately 50,000 health system employees in organizations including the Saskatchewan Health Authority, 3sHealth, Saskatchewan Cancer Agency, eHealth Saskatchewan, SAHO, and more than 100 affiliates and partners.  

3sHealth provides shared services and works closely with health system partners to solve complex problems to ensure the health system is sustainable for future generations. 3sHealth supports the areas of payroll and scheduling, employee benefits, dictation and transcription, linen, contracting, and transformational services. 3sHealth and the Saskatchewan Health Authority are co-sponsors of the AIMS initiative.

Saskatchewan Health Authority is the largest organization in Saskatchewan, employing over 40,000 employees and physicians responsible for the delivery of high-quality and timely health care for the entire province. 

Saskatchewan Cancer Agency provides leadership in health promotion, early detection, treatment, and research for cancer.

eHealth Saskatchewan is a Treasury Board Crown Corporation providing information technology service and support to the health-care sector, including partners like the SHA and Ministry of Health. In addition to the technology health-care providers and patients rely on, eHealth manages electronic health records, provides health card and Vital Statistics services for the province, and provides patient access to records through MySaskHealthRecord. 

SAHO Inc. acts as the health sector employers’ bargaining agent. SAHO leads collective bargaining and provides interpretation, arbitration services, administers classification and job evaluation programs, as well as data analytics and compensation services for the health sector.

Affiliates and other partners include organizations which provide vital health services and employ staff who will be affected by changes to the human resources, finance, supply chain systems (e.g. physicians, long-term care employees, community health service professionals, vendors, etc.)
