Mark Anderson, CEO

Mark Anderson

Mark Anderson has a collaborative leadership style and specializes in health system transformation initiatives. As CEO of 3sHealth, Mark relies heavily on his passion for building strong teams and his coaching approach to develop partnerships within the health system. Mark believes it is through strong relationships, collaboration, and a commitment to patients that we can function most effectively as a health system.

In 2017, Mark led the corporate services work stream as part of the Saskatchewan healthcare transition team. Under his leadership, the team developed visions and three-to-five-year plans for the corporate service lines in each of Saskatchewan's former 12 regional health authorities, preparing them to transition to the Saskatchewan Health Authority. Before his time with the transition team, Mark was Vice-president of Business Development at 3sHealth, where he provided executive leadership to the provincial contracting, linen services, clinical services, and business development departments.

Mark holds a Master of Business Administration degree from the University of Regina (2011), and he is a certified Lean Leader (2014). He is also an avid outdoorsman and a proud father who loves to coach his kids’ sports teams.

Kendell Arndt, Vice-president, Strategic Information Services

Kendell Arndt

Information systems are critical to developing effective shared services, and they are an essential component of administrative and clinical support services within the Saskatchewan Health Authority (SHA) and the Saskatchewan Cancer Agency (SCA). There is a significant opportunity for 3sHealth to play a strategic leadership role in the development of these systems. The Strategic Information Systems portfolio oversees provincial payroll, staff scheduling, and Gateway Online services for the health-care system.

Kendell Arndt, formerly with Kelsey Trail Health Region, brings considerable experience in leading information system development and has earned a reputation for his strategic approach to implementing information systems. Kendell’s leadership is important as we develop strategic partnerships, strengthen existing and implement new information systems such as in his role as the Executive Sponsor of the Administrative Information Management System (AIMS).

Kendell earned a Bachelor of Commerce from the University of Saskatchewan, majoring in health-care administration and finance and received his Certified Management Accountant (CMA) designation in 2004. He has worked in health care for 24 years.

Dr. Joy Dobson, Senior Physician Consultant

For 3sHealth to effectively improve health care for the citizens of Saskatchewan, it is imperative to hear the patient and provider voice. Joy Dobson comes to 3sHealth after three decades at the bedside as care-giver, and as a passionate advocate of patient and family-centred care.

Born and raised in Saskatchewan, Joy started her career in physiotherapy. After a few years, she returned to the University of Saskatchewan for her MD degree. She obtained her specialty training in anesthesiology at the University of Calgary and then started work in Regina.

During her career, Joy has held a number of leadership roles that have all been marked by an unwavering focus on improvement. She also holds the designation of Certified Canadian Physician Executive and has volunteered at the national level around standards of care and training for health professionals.

Joy is an avid gardener, an optimistic golfer, and a mystery novel fiend. She enjoys slow runs with her husband, time with her two grown children, and family gatherings in the yard.

Tim Frass, Vice-president, Corporate Services

Tim Frass joined 3sHealth in 2016 as the Director of Finance. In spring 2018, Tim became VP of Corporate Services. In this capacity, he is responsible for leading the finance and supply chain teams. The finance team supports the financial operations and reporting for 3sHealth, the nine employee benefit plans, and SAHO Inc. The supply chain team works collaboratively to purchase products and supplies under national, provincial, and multi-provincial group purchasing contracts. In so doing, the team helps 3sHealth leverage economies of scale in collaboration with health system partners. 

Tim has extensive and diverse experience in strategic, financial, and operations management. Over a 30-year career, including multiple roles in management, Tim has shown his commitment to delivering exceptional customer service through professionalism, leadership, and high ethical standards. 

Tim was born and raised in Regina. He graduated from the University of Regina with a Bachelor of Administration degree. Tim is a Chartered Professional Accountant through achieving the former designations of Chartered Accountant and Certified Management Accountant. He enjoys travelling, movies, exercising, and spending time with his family.

Jackie Hubick, Vice-president, People and Culture

Jackie Hubick

The 3sHealth people and culture team is committed to growing transformational leaders committed to service excellence, respect for people, and continuous improvement. Team members have expertise in leading change initiatives using a standard approach that embeds project management, change leadership, continuous improvement, business development, performance, and human resource approaches. The team also provides leadership and support to advance our Saskatchewan Healthcare Management System throughout the organization.

Jackie Hubick is passionate about people. She brings many years of health care experience to her role. Jackie began her career as a recreation therapist and then shifted her focus to human resources. She has provided leadership within a number of settings including community, long-term care, acute care, and the Ministry of Health. In her VP role, Jackie provides leadership supporting transformational change to the Saskatchewan health-care system in order to enhance the patient experience.

Jackie is a Lean leader who also has an undergraduate degree in Kinesiology and Health and a Masters in Human Resource Development.

Keith Phelps, Vice-president, Clinical Support and Customer Services

Keith Phelps

Providing effective support to clinical delivery is critical to effective patient care. As Vice-President, Clinical Support and Customer Services, Keith Phelps is responsible for 3sHealth support services that link directly to patient care delivery. Working closely with facility and care delivery partners, 3sHealth linen services manages the provision of quality linens for the health system. Provincial dictation and transcription services is critical in capturing accurate clinical information as close to the care event as possible and integrating that information with a patient’s record in a timely way for the consumption of health-care professionals.

Keith brings extensive leadership experience in highly changing environments, as well as experience in the design and implementation of shared services to the public sector.

Born, raised, and educated in Saskatchewan, Keith holds a Bachelor of Commerce from the University of Saskatchewan. When he is not at work he is at the hockey rink coaching his two sons in the small community where he resides.

Jennifer Arends, Executive Director, Communications and Stakeholder Relations

Jennifer Arends

Jennifer leads a team of skilled and creative communications professionals to support 3sHealth’s health system goals by ensuring important information flows to patients and families, health-care workers, and other key stakeholders. Jennifer is passionate about collaboration and teamwork, and she works to build strong relationships across the health system.

Since childhood, Jennifer Arends has had a deep love for reading and writing. She holds a Master of Arts in English, a Master’s Certificate of Administration in leadership, and an Accredited Business Communicator (ABC) designation from the International Association of Business Communicators. After honing her writing and communications skills in the education sector for over 10 years, Jennifer shifted her focus to the health sector, joining 3sHealth in 2013.

Jennifer is a proud parent of two small and energetic children. Outside of work, you will most likely find her in a canoe, on a ski trail, or at a hockey game with her partner.

Kent Kraft, Executive Director, Internal Audit and Enterprise Risk Management

Kent Kraft

Kent brings learnings from extensive internal auditing experience to his new role as Executive Director of Internal Audit and Enterprise Risk Management. His career spans public and private sectors, including government, wholesale/retail, agriculture, and banking organizations. 

Kent was born and raised in Saskatchewan. He holds professional certification including Chartered Professional Accountant (CPA-CMA) and Certified Internal Auditor. He is an active member of the local association of the Institute of Internal Auditors, and an associate member of the Association of Certified Fraud Examiners. 

As the Executive Director of Internal Audit and Enterprise Risk Management (ERM), Kent is responsible for the overall direction, control, and coordination of the internal audit and ERM functions. He supports the board and Chief Executive Officer in their pursuit of improved patient care and better coordinated health services throughout Saskatchewan.
